Capital Region Water Taps GeoDecisions for GIS and Computerized Maintenance Management Systems

GeoDecisions is excited to announce our recent contract award from Capital Region Water (CRW). Under the contract, GeoDecisions will provide geographic information systems (GIS) and computerized maintenance management system (CMMS) platform (Trimble Cityworks) support to strengthen CRW’s enterprise asset management (EAM) program. The EAM is a comprehensive system that integrates processes and tools, optimizing maintenance processes, asset performance, and condition monitoring.

A financially independent municipal authority, CRW owns and operates its utility systems, including culinary water, wastewater, and stormwater, to serve the City of Harrisburg, Pennsylvania, and six surrounding communities. The system’s drinking water originates from the DeHart Reservoir, 23 miles from the water treatment and distribution center.

The wastewater system collects and separates 80% of the used water into a combined sewer system, with the remaining 20% being a separate sanitary sewer system (MS4). All wastewater is conveyed and treated at the advanced wastewater treatment facility, one of the largest in the area.

CRW’s EAM and CMMS Journey

As part of its sustainable asset management maintenance strategy, CRW initially launched key EAM elements in 2013, anticipating aging infrastructure challenges for its more than 100-year-old system. Initial EAM components included inventory management, corrective maintenance, and asset condition assessments. As the EAM expanded over the past 10 years, CRW implemented Esri® ArcGIS and Trimble Cityworks platforms while making strides toward the ArcGIS Utility Network data model.

Augmenting the original 2013 Esri GIS solution, CRW added Trimble Cityworks, a modern CMMS, in 2015, initiating the ability to digitally track maintenance, work activities, routine inspections, and work order management requests for its linear assets. In 2019, it expanded its system capabilities to include the same digital tracking for vertical assets. Realizing a need to connect this information to the public through a user-friendly interface, CRW transitioned to Esri ArcGIS Online in 2019. In 2022, CRW incorporated the Esri Utility Network to track drinking water system data.

In 2023, it began using modeling software that includes maintenance activities such as standard TV inspection processes for CCTV surveys to provide better information on its collection system capital planning, maintenance operations, and rehabilitation efforts.

Preparing for Future Growth

Leveraging Esri ArcGIS and Trimble Cityworks as the GIS and CMMS systems, respectively, GeoDecisions will assist CRW in:

  • Identifying areas for improvement.

  • Defining opportunities for modernizing the CMMS.

  • Establishing goals to increase efficiency, safety, and system performance.

  • Incorporating a preventive maintenance schedule to provide better service to its customers.

GeoDecisions will conduct a gap analysis and collaborate with CRW to develop a five-year plan to strengthen CRW’s in-house GIS capabilities. The CMMS work will focus on dashboard development, platform automation integration, predictive maintenance, and roadmap development for expanding the Trimble Cityworks platform.

GeoDecisions will use the strength of our Esri Platinum and Trimble Cityworks Implementation partnerships to develop innovative technology initiatives and solutions for CMMS and EAM development, expansion, and support that align with CRW’s strategic asset management plan.
